We are in the final week of the 2010 Virginia General Assembly session, and legislators now are making decisions regarding the state budget. It is critical that your delegate and senator hear from you concerning budget amendments defunding Planned Parenthood, elective abortions and embryonic stem cell research. They are scheduled to vote on the budget in the next few days!

In today’s financial climate, it is even more essential that these publicly unsupported issues causing the destruction of human life not be financially backed by a fiscally failing government. Here’s a rundown on three budget amendments:

Banning Planned Parenthood Funding: This amendment prohibits taxpayer funding of the radical pro-abortion group Planned Parenthood. In its last fiscal report, this organization reported a budget of over $1 billion! During this decade, Virginia taxpayers have sent nearly $500,000 to Planned Parenthood, one of the most partisan organizations in our nation. They do not need your money! And of course, Planned Parenthood is responsible for nearly a quarter of the abortions that take place in our nation. In fact, as the national abortion rate is declining, the number of abortions taking place in Planned Parenthood clinics continues to rise.

Banning Funding for Elective Abortions: Incredibly, in 2006 and 2007, Virginia tax dollars directly funded 322 abortions. The federal government requires states to subsidize abortions only when a Medicaid-eligible woman’s life is at risk or in the cases of rape and incest. In Virginia, we fund elective low-income abortions — a standard beyond what is required by the federal government.

Banning Funding for Embryonic Stem Cell Research: This amendment, patroned by Delegate Kirk Cox (R-66, Colonial Heights), prohibits taxpayer funding of research that requires the destruction of human embryos and is consistent with other amendments placed on legislation funding research in Virginia. Embryonic stem cell research has failed, while adult stem cell research has produced dozens of treatments and cures.

In past years, several Senate budget negotiators, in particular Senators Dick Saslaw (D-35, Springfield), Janet Howell (D-32, Reston) and Edd Houck (D-17, Spotsylvania), have refused to include similar amendments in the final budget. Incredibly, they have gone so far as to threaten to break off budget talks — threatening the entire state government and all its services — to keep the money flowing to Planned Parenthood and these other issues. They must be asked: When teachers and social services organizations are screaming because of budget “cuts,” how can they funnel money to partisan organizations and failed research?

Please contact your delegate and senator immediately and urge them to support budget amendments prohibiting taxpayer funding of Planned Parenthood, embryonic stem cell research and elective abortions.

Yesterday, the Democrat controlled Senate Finance Committee did something very unusual — they aimed their wrath on a Democrat House colleague, Delegate Ward Armstrong (D-10, Martinsville), and purposely killed his property rights bill. This afternoon, the Democrat controlled Transportation Committee proved it could kill a fellow Democrat’s bill by accident!

Here’s what happened:

We’re all familiar with the Planned Parenthood license plate bill by now (HB 1108). Patroned byDelegate Bob Brink (D-48, Arlington), the bill would allow the abortion provider its own plate with slogan (”Trust Women, Respect Choice”). Money from its sales was designated to go to the coffers of the partisan political organization. However, the House of Delegates accepted a floor amendment by Todd Gilbert (R-15, Shenandoah) to redirect the money instead to the Virginia Pregnant Women Support Fund. This amended bill was what was before the Transportation Committee.

Now, the Senate finished its floor business today earlier than the House, but instead of waiting for Delegate Brink to attend to introduce his bill, committee chair Yvonne Miller (D-5, Norfolk) decided to hear the bill without him. Not rare, but still unusual. In addition, two senators, Edd Houck (D-17, Spotsylvania) and Harry Blevins (R-14, Chesapeake) were absent taking committee membership down to 13. A motion was made to amend the bill to redirect sale proceeds back to Planned Parenthood. The vote was close, 7-6, in favor of the amendment. Senator Phil Puckett (D-38, Tazewell), a pro-life Democrat (speaking of same), voted with all but one of the Republicans against the amendment. Senator John Watkins (R-10, Powhatan) voted with the Dems to give them what they wanted. False sense of security. Thinking they had the votes, Chairman Miller proceeded with a vote on the amended bill — but it went down, 7-6! Now, not only is there no funding, there’s no plate! The entire bill is . . . dead!

What happened? Simple. Voting for amendments rarely is a big deal. Many senators do it to give the patron the legislation he or she wants so the committee can cast an up or down vote on what it is he or she is trying to accomplish. That’s all the Senator Watkins did. On the vote on final passage, he voted “no” with all the Republicans and Senator Puckett, whose decision was probably hardened by the possibility of Planned Parenthood getting license plate money.

I can hear the “Ooooooooops” coming from Senator Miller now. Better still, the hissy fit coming from Planned Parenthood! Great news — and fun — all the way around. Gotta love those unintended consequences. Still, there’s another Planned Parenthood plate bill alive, as part of an omnibus special license plate package, including one to benefit a low income children meals program. That PP plate bill funding has been stripped, too. However, its patron, Senator Janet Howell (D-32, Reston), has threatened to block the whole ball of wax if the PP funding isn’t restored. But liberals never take food from the children, do they? The pro-abort crack-up gets wackier every day!

Quick hypothetical: If the two absent senators were there, the outcome wouldn’t have changed. Even if Senator Houck voted for the plate, Senator Blevins has been consistently against all specialized license plates. He either would’ve voted no or abstained. A tie would have killed the bill.

The five Virginia Senate Democrats who voted for SB 283, SB 311 and SB 417, the Senate bill for health care freedom and defense of the 10th Amendment, are: Senators Charles Colgan (D-29, Manassas) and Phil Puckett (D-38, Tazewell), who both voted for it committee, as well as Senators Edd Houck (D-17, Spottsylvania), John Miller (D-1, Newport News) and Roscoe Reynolds (D-20, Martinsville). The bills are patroned, respectively, by Senators Fred Quayle (R-13, Suffolk), Steve Martin (R-11, Chesterfield) and Jill Vogel (R-27, Winchester).

As we draw closer to Christmas and the celebration of the birth of the baby Jesus, a story out of Campbell County has drawn outrage from across the nation, and reveals just how far we have fallen in our culture in defense of abortion on demand: A baby allegedly was murdered by its mother moments after it was born, but because the child was still attached by the umbilical cord, under Virginia law, it is not considered a “separate life.” Thus, no charges will be filed.

In the words of one investigator:

In the state of Virginia as long as the umbilical cord is attached and the placenta is still in the mother, if the baby comes out alive the mother can do whatever she wants to with that baby to kill it. She could shoot the baby, stab the baby. As long as it’s still attached to her in some form by umbilical cord or something it’s no crime in the state of Virginia.

The Family Foundation worked with Delegate Chris Jones (R-76, Suffolk) during the 2007 and 2008 sessions of the General Assembly to fix the law regarding a case where a mother shot herself in the stomach on the day her unborn child was due to be delivered. That legislation overwhelmingly passed the House of Delegates (see new 2010 member contact information) on two occasions but was defeated both times in the Senate Education and Health committee.

These are the members of the Senate Education and Health committee who are so extreme in their defense of abortion that they voted against legislation that would make it a crime for someone to kill their child in this way: Dick Saslaw (D-35, Springfield), Louise Lucas (D-18, Portsmouth), Janet Howell (D-32, Reston), John Edwards (D-21, Roanoke), Mary Margaret Whipple (D-31, Arlington), Maime Locke (D-2, Hampton), George Barker (D-39, Alexandria), Ralph Northam (D-6, Norfolk), John Miller (D-1, Newport News). Senator Steve Newman (R-23, Lynchburg) and Delegate Kathy Byron (R-22, Lynchburg) will introduce legislation in the 2010 General Assembly session that once again will attempt to fix this “loophole” and make it a crime to murder a nearly born or newborn child. We must remember, however, that there are many in our General Assembly who, like our president, apparently believe it is perfectly reasonable for a mother to take the life of a newborn child if it protects the sacred “right” to abortion. How else can one explain their voting records? If we can’t fix this and protect the lives of those children born alive, God help us.

Now, here’s an important, coincidental, side note to all this: A new policy in effect just this week by the Senate of Virginia (contact clerk, here) blocks all e-mail from non-constituents that come through action alert programs. We are reviewing the legality of this, but you can contact these senators by e-mailing, calling or faxing them directly. We hope you will do just that and urge them to support legislation during 2010 that will ensure that this type of murder does not happen again. » Tell them they will vote on legislation fixing this situation in 2010 and you expect them to vote in favor of it and will hold them accountable for their vote!

Houck Not Going Anywhere

The hot rumor going around was that Senator Edd Houck (D-17, Spottsylvania) would accept a job in the new McDonnell administration, thus opening up a potential re-take of the Senate by Republicans by winning that seat in a special election. Democrats hold a one seat majority in the chamber, but a tie would flip it back to the GOP because of the re-election of Lt. Governor Bill Bolling. However, Senator Houck has dampened that speculation in today’s Fredericksburg Free Lance-Star.

In other news, Senator Robert Hurt (R-19, Chatham) has hired Chris LaCivita as his consultant in the crowded 5th Congressional District Republican nomination campaign. LaCivita, formerly a consultant to former Governor George Allen, is most noted for running the Swift Boat campaign against John Kerry, and is fresh off Attorney General-elect Ken Cuccinelli’s landslide victory. Those who hire LaCivita mean to win. Elsewhere, a Democrat big gun is brought in for the recount in the 21st House of Delegates district election (where Republican Ron Villanueva defeated incumbent Democrat Bobby Mathieson); the effect of the Liberty University student vote is looked at in the 23rd district campaign (where Republican Scott Garrett defeated incumbent Democrat Shannon Valentine); and Public Opinion Strategies offers insights into the Obama affect in the Virginia campaign. Well, that didn’t take long.

Just a few days after yet another poll shows him lagging behind Republican candidate for Governor Bob McDonnell, Democrat Creigh Deeds went on the offensive on social issue (Washington Post) this weekend in an effort to motivate wake up reassure his base (so much for social issues being a distraction from the “important” issues like the economy and jobs).

Anyway, the label tossing has begun, with each side using the word “extreme” almost as much as Obama uses the word Czar (well, maybe not that much). It is always useful, though not very common, to do a little compare/contrast when talking about “extreme” positions on issues like abortion. So, as the Post article touts Deeds’ opposition to the ban on partial birth abortion and parental consent laws, let’s reflect way back to 2003 when those bills passed the General Assembly in overwhelming numbers (enough to override then-Gov. Mark Warner’s killer amendments). It is interesting to see what other abortion “extremists” joined then-Delegate Bob McDonnell (and 105 other members of the GA on Partial Birth and 99 other members of the GA on parental consent) in support of these “extreme” measures:

Oh, and the partial birth ban was supported by none other than former Democrat candidate for governor Brian Moran. That’s just to name a few.

Now there’s a line up of right wing extremists if I’ve ever seen one.

I am not making this up. In what is a first for Capitol Square Diary, we got both the Bill Of The Day and the QOD in one fell swoop.

Within the last couple of hours in Senate Finance, Senator George Barker (D-39, Fairfax), introduced SB 1497 to create a research authority on Geospatial Health, whatever that is.

Apparently not too many people know as Senators Edd Houck and William Wampler and committee chair Chuck Colgan all expressed some concern about the time available to understand the subject. As Senator John Watkins tried to explain, laughter was heard from the middle of the dais, where Colgan, Houck and the brilliant Senator Janet Howell reside.

When their laughter became noticeable, Colgan blew Howell’s cover. Said the President Pro Tempore to a room of laughter:

“Senator Howell just said, ‘I don’t have to understand it to vote for it.’”

As it is said, the comedy that is best is so because it resonates with a degree of truth. We agree, especially in this case. Sadly, however, in Senator Howell’s case, it also explains volumes.
